Session Overview: Time and Materials contracts are often a "necessary evil" when a specific scope of work cannot be defined at the outset. This session will dive into the requirements for using this contract type, focusing on the high level of administrative oversight required. We will discuss when it is appropriate to use T&M, how to set "Not-to-Exceed" ceilings, and the mandatory documentation needed to ensure an Agency isn't overpaying for labor or parts.
Learning objectives:
- Determine when a T&M contract is appropriate.
- Learn how to properly structure and enforce "Not-to-Exceed" (NTE) price ceilings to protect an agency.
- Understand monitoring requirements to ensure the contractor is working efficiently.
