Session Overview: For local government entities, the "mandatory" nature of state sources is often a choice of local policy rather than a state mandate—with a few critical exceptions. This session clarifies when local procurement professionals must use state sources (such as when using certain state grant funds) and when they should use them as a strategic advantage. We will explore how to access Virginia Correctional Enterprises (VCE), Virginia Industries for the Blind (VIB), and the Virginia Distribution Center (VDC) to streamline local operations without the need for a formal solicitation.
Learning objectives:
- Understand the "Joint and Cooperative Procurement" provisions of the VPPA (§ 2.2-4304) that allow locals to use state contracts without further competition.
- Assess the benefits of purchasing from Mandatory Sources.
