VAGP Scholarship Program

To help members wishing to expand their knowledge of public procurement through education and certifications, VAGP offers several scholarships each year to help offset costs associated with the continuing education process.

J. BRAD OAKLEY SCHOLARSHIP

J. Brad Oakley Scholarship

The J. Brad Oakley Scholarship is offered to a VAGP member who has served in a buying or materials management related position. A letter of application may be submitted by or on behalf of any VAGP member.

Current Board members may not be considered for this scholarship during their terms of office. J. Brad Oakley was a member of VAGP from 2000 until his untimely death in 2002. He worked as a buyer alongside his mentor, Carline Deal, CPPB, C.P.M. VCO, at Patrick Henry Community College in Martinsville, VA.

Brad's enthusiasm for the purchasing profession and never-ending good humor was contagious. He attended all types of VAGP educational offerings and NIGP Annual Forums. Brad was passionate about the career he chose and eager to learn everything he could about public purchasing.

The 2002 Board of Directors thought that a fitting tribute to this young man was to keep his memory alive by naming this buyer level scholarship after him.

MANAGER LEVEL SCHOLARSHIP

Manager Level Scholarship

Manager Level Scholarship
This scholarship is awarded to any VAGP member who has served as a manager in a purchasing or related material capacity. VAGP wants to recognize those individuals who have made a positive impact on the organization and in our profession, and who may benefit by continued education in any aspect of public purchasing or a related course.

A letter of application may be submitted by or on behalf of any VAGP member.

Current Board members may not be considered for this scholarship during their terms of office.

AWARD REIMBURSEMENT

Award Reimbursement

The scholarship award will be in the form of a certificate valued at $750, and may be used toward reimbursement for payments applied to:

any executive development course.
technical purchasing/material management course or a related college level course.
attendance at the NIGP Annual Forum.

Reimbursable expenses include the cost of the course, travel, tuition or other travel-related expenses.

Scholarships awarded in any year have an expiration date of the end of the following budget year. For example, scholarships awarded at VAGP's Fall Symposium will expire on December 31 of the following year.

NASPO/Chemeketa Scholarship

NASPO is pleased to announce a mini-scholarship opportunity for 1 VAGP recipient to takeBA 235: State & Local Government Procurement at Chemeketa Community College this fall. The course runs from Monday, September 28th - Saturday, December 12th, 2026.

The course is 100% online and will satisfy 4 college credits in Public Procurement study for those who successfully complete the course.

MANAGER LEVEL SCHOLARSHIP

Certification Scholarship

This award provides reimbursement of the application and exam fees charged by the Universal Public Procurement Certification Council (UPPCC) leading to CPPO and CPPB certifications.

Each year, VAGP will offer and award a limited number of these scholarships to eligible VAGP members. The goal of this scholarship is to reimburse a minimum of six members for each exam period for a total of 12 reimbursements during the year.

Note: The VAGP Certification Scholarship application due dates are based on the time required by the UPPCC for exam review and notification to new certified individuals.

AWARD REIMBURSEMENT

Young Professionals Scholarship

The VAGP Young Professionals Scholarship was created in December 2012 to promote, encourage and sustain the purchasing profession by offering scholarship opportunities to students seeking a degree in a field compatible with the public purchasing profession.

Recipients must be a student member currently enrolled in a Virginia community college or a Virginia 4-year university, and must be majoring in the field of public or business management, contracts, finance, marketing, and/or a related field.

The VAGP Board will accept applications from eligible recipients and make up to two awards in the fall of each year. The awards will be based on a statement of at least 150 words describing how the award will be beneficial to the recipient's education or professional development.

The selections will be at the sole discretion of the VAGP Honors and Awards Committee.

Award recipients will receive $1,000 towards their education or professional development. Each recipient will also receive free registration to two VAGP low fee seminars, or one registration to the VAGP Fall Symposium (recipients' choice).

VAGP Procurement Conference Attendance Scholarship

The VAGP Procurement Conference Attendance Scholarship is awarded to students who show an interest in public procurement and are enrolled in a Virginia institute of higher learning. This scholarship is intended to provide networking and educational opportunities beyond the classroom.
